A motion to debate a 15-acre city centre park for Newry has been passed to a committee.
It's after chairperson Roisín Mulgrew chose not to suspend standing orders, a decision she can make at her discretion, at last night's full council meeting, meaning a debate and vote couldn't take place.
She said it would contravene council rules.
Ms Mulgrew claims her decision was met with verbal abuse from come councillors and the public gallery.
Speaking to Q Radio, she said the behaviour of some was not in line with the councillors code of conduct and she'll be taking the matter further:
A petition of more 11,000 signatures supporting a park at Albert Basin was presented to Ms Mulgrew at the beginning of meeting.
