Campaigners have won a major legal challenge against plans to build an industrial waste incinerator near Mallusk.
The £240Million Arc21 development at Hilltown was given the green light by senior civil servants after the collapse of Stormont.
Belfast High Court ruled they had no power to approve it, meaning other significant decisions could also face challenges.
An appeal can still be lodged, but the action means officials could be prevented from making big policy decisions until an execuitve is formed or direct rule is imposed.
